Yes, so long as you follow the Naming Charter rules of the country registry that corresponds to the extension (e.g. AFNIC for the extension .fr). The same rules apply to a new domain name and a domain name recovered after release by or purchase from a third party. Any future owner of the domain name should read and accept the conditions before reserving it.
